Minsk, Belarus: it gives the impression of a quiet Soviet city with spacious streets, orderly parks, and a grand windy emptiness only rarely disturbed by human presence. Its avenues bend out of sight, bare of traffic, and above deserted intersections, traffic lights creak in the wind and cycle dutifully and pointlessly through their changes. During WWII, which claimed a quarter of the Belarussian population, Minsk was the site of a major tank battle and much of it was destroyed. When the city was rebuilt, it was laid out with stately thoroughfares and periodic roundabouts dedicated to the heroes of that terrible war. A funereal silence still seems to dominate: on this weekday afternoon in early spring, it is as quiet as a Sunday morning at daybreak. It seems as if the city had been built for several million but only 100,000 showed up

His lapse of documentation, however, should not be attributed to cavalier scoffing, because in the preceding months Dan had gone to considerable lengths—stopping in on Russian consulates in several countries (Australia, Japan, South Africa)—only to be foiled by bureaucrats who grunted, variously, that the consulate was closed; that he was missing “necessary” documentation (listed nowhere among the other requirements); or that, simply—and without explanation—there would be “NO VISA TODAY.”
