Counterinsurgency, as defined in FM 24 MCWP 33, is the blend of military, paramilitary, political, economic, psychological, and civic actions taken by a government to defeat insurgency. It emphasizes the importance of the civilian populace and aims to win their trust and support as a means of undermining the insurgents' efforts. This manual delves into the roots of insurgencies, explains their organizational structures, and explores various tactics employed to combat them.
Historical Context: Lessons from the Past
FM 24 MCWP 33 Counterinsurgency recognizes the significance of drawing lessons from past conflicts. By analyzing case studies from historical insurgencies such as the Malayan Emergency, Vietnam War, and Northern Ireland conflict, military strategists can better understand the dynamics, patterns, and challenges associated with counterinsurgency operations. It enables them to adapt and devise effective strategies that align with the specific realities of each conflict.
Elements of Counterinsurgency Operations
This field manual lays out nine core principles necessary for the success of counterinsurgency operations:
- Unity of Effort: Encouraging collaboration among various agencies in achieving common goals.
- Legitimacy: Building credibility and trust among the local population to establish a legitimate government.
- Host-Nation Will: Supporting and assisting the host nation's government in its struggle against insurgents.
- Political Considerations: Recognizing the political nature of the conflict and tailoring military actions accordingly.
- Intelligence: Gathering accurate and timely information to target the insurgents effectively.
- Isolate the Insurgents: Cutting off the insurgents from the population through enhanced security measures.
- Clear, Hold, and Build: Clearing insurgents from an area, holding it, and then initiating stabilization efforts to win the support of the population.
- Security: Ensuring the safety and well-being of the civilian population.
- Transition: Preparing for the eventual shift from military focus to civilian control.
Evolution of Counterinsurgency Doctrine
Field Manual FM 24 MCWP 33 Counterinsurgency is a product of extensive analysis and research conducted by military professionals. It acknowledges that counterinsurgency doctrine is not static but evolves continuously to adapt to the changing dynamics of warfare. The manual aims to provide an up-to-date understanding of counterinsurgency, encompassing lessons learned from various conflicts around the world.
The Role of Technology
FM 24 MCWP 33 Counterinsurgency highlights the role of technology in modern warfare. As insurgencies increasingly incorporate advanced communication methods and weaponry, counterinsurgency forces need to leverage technology to gain an edge. The manual provides insights into utilizing intelligence, surveillance, and reconnaissance (ISR) capabilities, electronic warfare, and cyber warfare techniques to combat insurgent networks.
Challenges and Controversies
While FM 24 MCWP 33 Counterinsurgency is an invaluable resource, it has not been without criticism. Some argue that the manual overemphasizes political considerations, leading to a potential blurring of lines between military and diplomatic efforts. Others believe it falls short in addressing the ethical dilemmas that arise in counterinsurgency operations. Nevertheless, these debates contribute to the ongoing refinement of counterinsurgency doctrine.
The Impact of FM 24 MCWP 33 Counterinsurgency
Since its release, Field Manual FM 24 MCWP 33 Counterinsurgency has been widely adopted by military organizations worldwide. It has become an essential reference for officers, strategists, and decision-makers involved in counterinsurgency operations. This field manual/Marine Corps warfighting publication establishes doctrine (fundamental principles) for military operations in a counterinsurgency (COIN) environment. It is based on lessons learned from previous counterinsurgencies and contemporary operations. It is also based on existing interim doctrine and doctrine recently developed.
Counterinsurgency operations generally have been neglected in broader American military doctrine and national security policies since the end of the Vietnam War over 30 years ago. This manual is designed to reverse
that trend. It is also designed to merge traditional approaches to COIN with the realities of a new international arena shaped by technological advances, globalization, and the spread of extremist ideologies—some of them claiming the authority of a religious faith.
The manual begins with a description of insurgencies and counterinsurgencies. The first chapter includes a set of principles and imperatives necessary for successful COIN operations. Chapter 2 discusses nonmilitary organizations commonly involved in COIN operations and principles for integrating military and civilian activities.
Chapter 3 addresses aspects of intelligence specific to COIN operations. The next two chapters discuss the design and execution of those operations. Developing host-nation security forces, an essential aspect of successful COIN operations, is the subject of chapter 6. Leadership and ethical concerns are addressed in chapter 7. Chapter 8, which concerns sustainment of COIN operations, concludes the basic manual. The appendixes contain useful supplemental information. Appendix A discusses factors to consider during the planning, preparation,
execution, and assessment of a COIN operation. Appendixes B and C contain supplemental intelligence information. Appendix D addresses legal concerns. Appendix E describes the role of airpower.
Doctrine by definition is broad in scope and involves principles, tactics, techniques, and procedures applicable worldwide. Thus, this publication is not focused on any region or country and is not intended to be a standalone reference. Users should assess information from other sources to help them decide how to apply the doctrine in this publication to the specific circumstances facing them.
The primary audience for this manual is leaders and planners at the battalion level and above. This manual applies to the United States Marine Corps, the Active Army, the Army National Guard/Army National Guard of
the United States, and the United States Army Reserve unless otherwise stated.
